I knew Tony was coming back but I didn't know he'd be a villain. Chandra refuses to watch this season because of it. However, it creates a really neat conflict between Jack and even the audience. While in the past, Jack had to go up against villains of people he's worked with before, no one cared and no one had any emotional involvement in it because they never knew the person (outside of Nina, of course). This time, even the audience will be as confused and conflicted as Jack. Is Tony really alive? Is Tony up to no good? Is Tony working undercover? It's an interesting twist using a well known and loved character to jerk the audience around as much as Jack. It's a villain people will be rooting for, a villain people will hope stay alive, a villain than can create real tension since we've all grown through the years of 24 watching him as one of the good guys and not believing he could be bad.

So far it's an interesting premise. Plus there's no superweapon like a nuclear bomb or viral weapon that needs to be dismantled. It's all technology and a very real threat. It's like the plot of Live Free or Die Hard where the country's own infrastructure was under attack which is as much as a threat to us as any nuclear or biological weapon.
