His brother will go into pwer after the "elections".  But I don't think anything is going to change in that country until Fidel dies.  Raul might not want to do anything until he doesn't have to answer to his big brother.

It's interesting that the announcement was made at midnight.  Maybe they didn't want the commonors to celebrate.
