i want know how to make ice,moving objekts,ect. i can only make water...
i cant find help.

ice is pretty easy - so i can help you with it: select a bursh (which u want to be ice) then push "s", then some window should pop up. Select the "slick" flag. Just doing that doesnt make the surface make look like ice, you have to attach the correct texture too.

Dunno about moving objects.

There is a glass/ice texture. Pressing 'S' brings up the surface properties window. Select the "slick" checkbox and then press "apply brush.

Remember, when creating ice, your ice shouldn't/can't be visible to the void. In other words, when you create a patch of ice treat it like water. You should have some structure of solid ground (or similar like a pool or bath tub) that your ice sits in.

Moving objects, although a bit more difficult than ice, is still pretty easy depending on how you want your object to move. func_train, func_door, etc... do the job.

making moving objects is one of those harder things in dp but luckly for you. your not the first person ive had to help figure it out...

If by moving objects, you mean doors, though, they are much simpler.  You just need to make a func_door and set the angle.  Press the "?" button in BSP for more help.

You mean wavs?  Do a google search for target_speaker.  You should be able to find some tutorials on playing sound effects in quake2 maps.

i can make wavs..moving objeckts... but hot to get waterfalls go downwards?

There's a "flowing" flag.  You might need to rotate the texture to get it to go the direction you want.

You have to set the "gamemode" in the worldspawn. http://digitalpaint.planetquake.gamespy.com/v2/docs/ents.html -- siege is gamemode 8.
