Jits, got it figured out. In the nVidia control panel the slider was set to "Quality" instead of "Performance". That helped out a lot. I'm getting 250-300 now, still not as good as it was with XP but better than before. And yes, I am running it fullscreen.
Wow, surprised it made that big of a difference.  FSAA at a high resolution, maybe?

FSAA would be my best guess, I'll have to go into the advanced settings section later to see if I can figure out exactly what it was.

Heh, I have all of my settings on 'Quality'. Cheesy And I still get 40ish FPS in 2142.

Actually, once it was visibly laggy, but both titans were being redered, and I was on one of them, so lots of terrain was getting rendered too.
