Is there a way I can independently list a bunch of IP servers that I want paintball to scan when I hit Join?

I'm thinking of the "seta serverlist" in the config file.  The ones I've seen have to go to a website to pull the IP's.

It currently pulls the list from a website, but you could put up your own list and change the cvars to point to it.

Build 16 doesn't support local lists -- you'd have to throw it up on a webserver somewhere (or create one on your own machine).
